Income Taxes
 
During the
three
and
six
months ended
June 30, 2020,
the Company recorded provision for income taxes of less than
$0.1
million and
$0.1
million, respectively. The income tax provision relates principally to the Company's state and local taxes and foreign operations in Canada. During both the
three
and
six
months ended
June 30, 2019,
the Company recorded expense provision for income taxes of
$0.1
million.
 
The Company's realization of its deferred tax assets is dependent upon many factors, including, but 
not
 limited to, the Company's ability to generate sufficient taxable income. Management assesses the available positive and negative evidence to estimate if sufficient future taxable income will be generated to use the existing deferred tax assets. Cumulative losses in recent years and
no
assurance of future taxable income are the basis for the Company's assessment that the Company will 
not
 recognize the benefits of its federal and state deferred tax assets. Accordingly, the Company had a full valuation allowance for all deferred tax assets at
June 30, 2020
and
December 31, 2019.
 
On
March 27, 2020,
the Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”) was enacted in response to the COVID-
19
pandemic. The CARES Act, along with earlier issued IRS guidance, includes provisions related to refundable payroll tax credits, deferral of employer side social security payments, net operating loss carryback period, alternative minimum tax credit refunds, modifications to the net interest deduction limitations and technical corrections to tax depreciation methods for qualified improvement property. The Company assessed the impact of these CARES Act provisions and the subsequently released government guidance related to COVID-
19
on our financial position and results of operations and determined their impact was
not
material. The Company continues to evaluate certain effects from the qualified investment property deduction. On
April 15, 2020,
the Company received a
$4.1
million loan under the Federal Paycheck Protection Program (“PPP”) created under the CARES Act. In response to revised eligibility guidelines announced by the U.S. Small Business Administration shortly thereafter, the Company repaid this loan in full on
May 7, 2020.
